International Prevention Standard Against Exploitation, Coercion & Traveler Abuse

Preamble
Statement of Purpose
Recognizing that millions of travelers, youth, and vulnerable people are targeted each year by exploitation networks operating in physical and digital environments; acknowledging that nightlife scams, romance fraud, sextortion, forced debts, gambling traps, sexual recruitment, human trafficking and psychological manipulation constitute a global crisis requiring coordinated response; the undersigned hereby adopt the Global Safe Visitor Charter as the world's first international standard for the prevention of traveler exploitation and the protection of vulnerable people across all borders.
Article I
Right to Clear Consent
Every person has the right to engage in any commercial, social or personal transaction free from sexual, romantic, financial or social pressure. No establishment, platform, agent or individual may use coercion, manipulation or false pretense to obtain consent for any service, payment or interaction.
Article II
Right to Transparent Pricing
All prices, fees and charges must be displayed clearly and in advance. Hidden fees, inflated bills, post-service price changes, aggressive upselling and the imposition of debt through coercion are prohibited under this charter. Any establishment found to engage in these practices shall be ineligible for certification.
Article III
Zero Tolerance for Intimidation
No person shall be subjected to physical, verbal, digital or psychological threats in connection with any commercial or personal interaction. Threats against a person's family, employer, reputation or immigration status for the purpose of extracting payment, compliance or silence are a violation of this charter and of applicable criminal law.
Article IV
Prohibition of Sexual Exploitation
No business, platform, individual or organization shall recruit, traffic, coerce or manipulate any person toward participation in the sex industry. This prohibition applies to direct action, facilitation, financial benefit and willful ignorance. All partners certified under this charter must actively screen for and report indicators of sexual exploitation.
Article V
Absolute Protection of Minors
No minor may be exposed to, recruited for, or subjected to any form of sexual exploitation, explicit content, dangerous gambling, alcohol promotion or psychological grooming. Any establishment in contact with minors must maintain strict safeguarding protocols. Reports involving minors take absolute priority and are referred immediately to law enforcement.
Article VI
Addiction Prevention & Digital Safety
Partners commit to active vigilance against the facilitation of addiction — whether to alcohol, drugs, gambling, explicit digital content or manipulative platforms. No establishment may deliberately engineer dependency as a commercial strategy. Digital platforms must implement safeguards against predatory engagement patterns.
Article VII
Safe & Anonymous Reporting
Every victim and witness must have access to a safe, anonymous and retaliation-free reporting mechanism. No establishment may take action against any person for having filed a complaint, cooperated with authorities, or publicized an experience of exploitation or abuse.
Article VIII
Mandatory Exit Assistance
Any person trapped in an exploitative cycle — including forced debt, sexual coercion, digital blackmail or addiction — has the right to structured exit assistance. Certified partners must display exit resources, cooperate with support organizations and never obstruct a person's attempt to leave or seek help.
Article IX
Institutional Responsibility
Every certified establishment accepts full institutional responsibility for the conduct of its staff, agents and contractors. Management must provide regular anti-exploitation training, display this charter publicly, and cooperate fully with any investigation by law enforcement or the Global Safe Visitor Standard body.
Article X
Zero Complicity
No partner may derive financial benefit — directly or indirectly — from any system of exploitation. This includes referral fees to trafficking networks, kickback arrangements with scam operations, revenue from non-consensual content, or any commercial relationship with entities known to engage in coercive practices.
